Not sure if it is a ROM or kernel issue...

EDIT:
Flashed back to rchp's 4.0.3 ROM and franco's kernel. Goes into deep sleep happily now...
other info: Originally I thought it could have been an issue with Dropbox based on the wakelocks that better battery stat was showing me. That said, it was still was unable to go to "deep sleep" even after i force closed dropbox...
what is the best/easiest way for me to DL the ROM w/o DLing the kernel also? Or should I just wipe data/cache, flash ROM, flash GAPPS, flash alternative kernel?

You can just flash kernal over rom, just wipe cache and dalvik

this is what I've done, reboot into recovery, wipe data, cache, and dalvik, flash new rom, reboot, than reboot back into recovery and wipe cache/dalvik, flash kernal, reboot/profit
If you just want to flash different kernal, reboot into recovery, wipe cache,dalvik, flash new kernal and reboot/profit
