Google has begun sending out notification emails announcing the second wave of Nexus 4 will go on sale today at Noon PST. This sale is currently only for the United States. Everyone not in the USA, we're sorry you don't get to play this round; we will make an announcement as soon as we learn more about a second wave for you. The email on stated that the Nexus 4 will go on sale at noon but said nothing about the Nexus 4 bumper. It is worth a look while you're purchasing your Nexus 4 to see if the bumper is on sale; I included the link below just in case.
